Situated on the high-altitude Javakheti volcanic plateau, Ninotsminda Municipality comprises 31 villages and features the highest concentration of ethnic Armenians in Georgia (approximately 95%). An analysis of the village toponyms—such as Gorelovka, Efremovka, Vladimirovka, Orlovka, and Spasovka—unveils a profound historical insight. Ninotsminda (formerly known as Bogdanovka) was heavily settled in the 1840s by Russian Doukhobors, a pacifist Christian sect exiled by the Tsarist government. Following the collapse of the Soviet Union, nationalist pressures and severe economic downturns prompted a mass exodus of these Russian sectarians. The Slavic toponyms remain as administrative ghosts overlying a demographic reality that is now almost exclusively Armenian, demonstrating how state-sanctioned naming conventions often lag behind demographic realities.
