Khelvachauri is a critical border municipality that encapsulates the hinterlands of Batumi and the Sarpi border crossing with Turkey, which handles over a million incoming travelers annually. In 2011/2012, significant administrative shifts occurred when the urbanized core of Khelvachauri, alongside the townlet of Makhinjauri, was absorbed into the self-governing city of Batumi. This absorption is a prime indicator of aggressive urban sprawl cannibalizing adjacent rural municipalities. Today, Khelvachauri administers 64 villages across 11 communities. The presence of the Machakheli valley villages (e.g., Zeda Chkhutuneti, Kveda Chkhukuneti, Machakhlispiri) illustrates a divided historical geography, where the upper portion of the valley currently resides within Turkish borders.
